Fixing a Celestion Blue?

I've been thinking about replacing the greenback in my ac15c1 with a celestion blue, and have been offered a deal on one that's not quite perfect. This guy says it has a "small buzz to the sound". He assures me it's easy to fix but I'm not so sure.

So, without inspecting or knowing the nature of the issue that causes said buzzing (tough call, I know), what do you think my chances are of someone without any particular knowledge or skill (but access to the internet!) has of getting this speaker ship-shape?

That depends on what the issue is? if it's so simple I would get him to explain in detail what the problem is and what needs to be done. there's not much that can go wrong on a speaker that would cause a buzz that would not mean re-coning... if it's a loose screw or wire fair enough, easy fix but if not then it has to be the cone, which once damaged you might as well scrap. Changing speakers is easy, four screws and two wires, so if it's something that needs tightening that's no issue, but I fear not. Get a full explaination first. Or go buy new ones would be my advice.
